“In these challenging times for public service media across Europe, we face numerous obstacles, from rapid technological advancements and evolving audience behaviour to economic pressure and political scrutiny. Yet, it is precisely in such times of adversity that our collective strength as a community shines brightest. ”

The European Broadcasting Union (EBU) is the world’s foremost alliance of public service media.

We have 113 Member organizations in 56 countries in Europe and beyond.
‍Plus, an additional 31 Associates in Asia, Australasia, Africa, and the Americas.

Our vision is to strive to make public service media the most creative, trusted, and engaging media today and in the future.

Focus on AI

Artificial intelligence is a technological stride of seismic significance to public service media and is set to radically change our Members’ processes and workstreams. With so much at stake, AI is divisive: will it bring job losses or job creation? There are questions around ethics and trust, policy, and legislation. How will public service media grapple with the tech titans who, by cutting corners to lead the AI race, are jeopardizing PSM’s relationship with their audience?

At the EBU, we’re mindful of the hazards and determined to address them. But we lean into optimism because of the enormous opportunities this frontier technology promises for efficiency, creativity, and audience insights.

OUR MISSION

1. Content and distribution

Content is at the heart of public service media’s offer.

We want to help Members continue to provide the most creative content that inspires, educates, and entertains our communities and reflects their diversity.

That can be through providing access to breaking news, world-class music and leading sport events; developing co-productions like the Eurovision Song Contest and new animations; or continuing to provide inspiration on new formats such as podcasts and the best ways to distribute them.

2. Transformation

We aim to help our Members stay in front of rapidly shifting markets and new technology.

For public service media, this means digitizing the processes behind content creation and its delivery to audiences - but that’s not all. It also means rethinking how work is done, embracing data-driven decision-making, and building a culture of continuous learning, growth, and improvement.

At the EBU, we’re helping Members identify and implement fundamental change. Through access to expert knowledge and training, peer guidance, reports, reviews, and research, we’re enabling PSM to take the best next steps.

3. Advocacy

We advocate and influence on behalf of Members to anchor them as strong media players.

That means helping shape national, international and European conditions that promote innovation, independence and choice for the citizens our Members serve.

And working with the industry, big tech, and standards bodies to ensure public service media content remains accessible and easy to find for all.

Financial Reporting

In 2023, the EBU made substantial financial progress despite global challenges and hurdles caused by Eurovision Services divestiture. New initiatives, including the Olympics contract and the Eurovision Sport digital streaming platform, alongside the improved performance of user-pay services such as News and Live Events, bolstered our financial stability.

The EBU savings plan, initiated in 2018, has resulted in a 10% reduction in running costs over the last five years despite the additional challenges posed by world events. This has been achieved by a reduction in staff costs through a review of employee benefits, nearshoring, and flexible working, as well as the cancellation of capital investment and OPEX projects.

The temporary financial contribution of CHF 3 million for 2 years from Members combined with the mitigation measures and continued efficiencies mean the mid-to-long-term financial outlook for the EBU is positive.

HR Developments

It’s crucial that workforces have the tools to adapt and thrive in eras of rapid change and the broadcasting industry is no exception.

Our Human Resources team is creating a more inclusive and agile workforce that focuses on innovation and flexibility, as well as investing in training, development, staff growth and wellbeing. Our first-ever dedicated Wellbeing Week had insights on physical and mental health, nutrition, resilience, and mindfulness.

As well as supporting our existing workforce, attracting new talent is key to our transformation plans. The EBU is the first public media organization to be EQUAL-SALARY certified. Our revamped careers page spells out what to expect from a career advocating for public service media, plus a new Talent Hub enables our future workforce to register their skills and interest.
